Florida's Votes Don't Count

In this scenario, the irregularities in Florida's presidential election are too grievous for that state's votes to be conclusively counted and agreed upon by December 12, which is the final deadline for settling such disputes. To the amazement of the American population -- and to the enormous frustration of the people of Florida -- the votes of Floridians just don't count.

(This outcome is only remotely likely, mind you, since there are a number of emergency actions which Florida could take to make certain their votes count.)

At this point, there are two options.

First, it is possible that the state of Florida can choose another method of selecting its electors in the Electoral College. For instance, the state legislature can pick the electors.

Second, there is no requirement that every state must vote in the Electoral College. Florida could simply not vote this year.
